This research project was commissioned by DBT to estimate the value of the company register information for the specific use of tackling crime, before and after the reforms introduced via the Economic Crime and Corporate Transparency Act 2023.

This study focused on two user groups:  

  • public sector users (that is, law enforcement agencies) with a statutory remit to investigate and gather intelligence on suspected instances of crime
  • private sector organisations subject to the Money Laundering Regulations (MLRs) (AML-supervised businesses) and their supervisors (AML supervisors)

 The study used a combination of qualitative and quantitative methods to:

  • understand the pre-reform value of company register information for law enforcement and AML-supervised businesses working to minimise or tackle crime
  • estimate the expected value of the reforms and changes to the company register (ex-ante value estimates) for the same user groups
