Details
On 3 September 2019 the Secretary of State announced an independent review of the Toddbrook reservoir (Whaley Bridge) incident on 1 August 2019. The review, led by Professor David Balmforth, looked at:
- what might have led to the damage
- if it could have been prevented or predicted
- identify any lessons learned
Professor Balmforth has made 22 recommendations for application across the reservoir network and community. The government has accepted all the recommendations, as set out on a Written Ministerial Statement made by the Secretary of State, George Eustice on 16 March 2020. He has also asked Professor Balmforth to lead a second stage of the review, which will undertake a wider assessment of reservoir safety legislation and its implementation.
