Trade remedies notice 2021/09: anti-dumping duty on welded tubes and pipes from Belarus (suspension)

This public notice was published on 9 August 2021 with effect from that date.
This public notice is published by the Secretary of State under regulation 94D of the Trade Remedies (Dumping and Subsidisation) (EU Exit) Regulations 2019.
The public notice:
- suspends a portion of the anti-dumping duty on welded tubes and pipes from Belarus in the event those welded tubes and pipes are subject to safeguard duty
- revokes trade remedies notice 2021/03: suspension of anti-dumping duty on welded tubes and pipes of iron or non-alloy steel originating in Belarus or Russia
Partial suspension of anti-dumping duty on welded tubes and pipes from Belarus
This public notice relates to welded tubes and pipes from Belarus that are subject to both:
- anti-dumping duty under trade remedies notice 2021/08: anti-dumping duty on welded tubes and pipes from Belarus and China
- safeguard duty under trade remedies notice 2021/01: tariff-rate quota on steel goods
The anti-dumping duty payable on welded tubes and pipes from Belarus to which this public notice relates is 13.1% ad valorem (and not 38.1% ad valorem).
This public notice does not relate to welded tubes and pipes from China, which are excluded from safeguard duty under trade remedies notice 2021/01.
Welded tubes and pipes from Belarus subject to both anti-dumping duty and safeguard duty
Welded tubes and pipes that may be subject to both anti-dumping duty and safeguard duty are welded tubes and pipes, of circular cross-section, of iron or non-alloy steel, and of an external diameter not exceeding 168.3mm, excluding:
- line pipe of a kind used for oil or gas pipelines
- casing and tubing of a kind used in drilling for oil or gas
- precision tubes
- tubes and pipes plated or coated with zinc that are not threaded or threadable
- tubes and pipes with attached fittings suitable for conducting gases or liquids for use in civil aircraft
Welded tubes and pipes from Belarus are subject to both anti-dumping duty and safeguard duty if imported into the UK outside of the quota allocated for goods category G (gas pipe) in trade remedies notice 2021/01).
The welded tubes and pipes subject to both anti-dumping duty and safeguard duty are usually imported into the UK under the following UK Global Tariff (UKGT) commodity codes:
- 73 06 30 41 20
- 73 06 30 49 20
- 73 06 30 77 80

Duration of anti-dumping duty unaffected
This public notice does not suspend or otherwise affect the period for which trade remedies notice 2021/08 has effect in relation to welded tubes and pipes from Belarus.
