Forms to be used by operators and local authorities in relation to appeals following the decision of a local authority under an enhanced partnership scheme.

In some enhanced partnership areas the local authority has delegated authority from the traffic commissioner so that they are responsible for the registration of local bus service registrations operating wholly within the area of the scheme.
In these areas a local authority may decide to:
- refuse an application to register a service due to an operation or route requirement
- cancel a registration following non-compliance with an operation or route requirement
- record a requirement imposed under an enhanced partnership scheme with the particulars of the service when it is registered or varied
Operators may appeal these decisions to a traffic commissioner.
Operators should use form EPS001 below to make an appeal to the traffic commissioner within 28 days of the local authority’s decision.
Local authorities should use form EPS002 below to respond to an appeal made by an operator.
