The public sector is currently excluded from agglomeration calculations within transport analysis guidance (TAG).
This research outlines how transport improvements could impact the public sector and how they could be included in the TAG productivity impacts for transport appraisal.
This research aims to understand:
- how agglomeration mechanisms differ between public sector industries, for example, education and healthcare sectors
- if agglomeration mechanisms applied to the private sector can also apply to the public sector
- what output and productivity measures should be applied to public sector agglomeration
TAG provides information on the role of transport modelling and appraisal and how the transport appraisal process supports the development of investment decisions to support a business case.
