UK and Laos sign Memorandum of Understanding on the Green Economy Framework
The Memorandum of Understanding (MoU) on the Green Economy Framework formalises cooperation between the two countries and recognises both countries’ priority to address climate change and its effects through collective action.

Deputy Prime Minister and Minister of Foreign Affairs His Excellency Mr Saleumxay Kommasith sign the Green Economy Framework with The Rt Hon Mr David Lammy MP, Secretary of State for the Foreign Commonwealth and Development Office in the margins of the ASEAN Foreign Ministers’ Meeting in Lao PDR.
Reaffirming obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, as well as domestic commitments that have been made.
Emphasising the importance of implementation of the UNFCCC and the Paris Agreement, which will play a key role in guiding the Participants’ cooperative efforts to effectively address the challenges of climate change.
On Friday 26 July 2024, the Rt Hon Mr David Lammy, Secretary of State for the Foreign Commonwealth and Development Office and His Excellency Mr Saleumxay Kommasith, Deputy Prime Minister and Minister of Foreign Affairs signed a Memorandum of Understanding (MoU) during their bilateral meeting at National Convention Centre where the ASEAN Foreign Ministers’ Meetings took place, formalising bilateral cooperation to promote decarbonisation of economic activities of mutual interest and to support climate-risk based decision making, job creation, and strengthen community resilience.
The Participants recognise the opportunities and challenges arising from decarbonisation and enabling the green economy, and the important role these issues have in enhancing energy security, economic growth, and emissions reduction. The Participants also recognise the importance of upholding open, connected, and rules-based markets in the green economy.
