Details

This SMC builds on the strong existing relationship between the UK and Texas and sets out mutual goals to strengthen our economic ties.

The SMC specifies 9 priority areas for bilateral cooperation, including emerging energy solutions, life sciences, infrastructure, and professional business services. It also provides for cooperation on recognition of professional qualifications and government procurement.

As the State of Texas does not use Memoranda of Understanding (MOUs) as instruments for arrangements with international partners, but rather frames such arrangements as Statements of Mutual Cooperation (SMCs), this arrangement follows Texan precedent. This SMC is functionally equivalent to, and a continuation of, the UK’s state-level MOU programme.
