The government has published the final terms of reference for the COVID-19 Public Inquiry.

Publication of the terms of reference follows a full and extensive public consultation process led by the inquiry’s independent Chair - Baroness Hallett - and engagement with the devolved administrations.

The Prime Minister has accepted Baroness Hallett’s recommendations in full, along with a small number of refinements put forward by the devolved administrations.

The terms of reference cover:

  • preparedness
  • the public health response
  • the response in the health and care sector
  • our economic response

The inquiry will play a key role in learning the lessons from the pandemic and informing the government’s preparations for the future.
