This guide is for people conducting an institutional review of an organisation. It is for use with other analytical tools, including country-level institutional analysis and political economy analysis.

The guide is also for those who commission institutional reviews, including development partners designing capacity development programmes. It helps in defining the requirements, approaches and setting expectations for review teams.

The approaches in this guide are primarily for use with public-sector bodies (such as government departments). The approaches are rigorous but flexible and help to develop layers of evidence and understanding. Because every review is unique, and rarely goes to plan, the guide provides a set of principles that can help to adapt a review.

Approaches set out in this guide also illustrate skills and knowledge relevant to the FCDO Technical Competency Framework for Governance.
