Update on Level 4 devolution: Confirmation of eligibility for West Yorkshire, South Yorkshire, Liverpool City Region and the West Midlands

Confirmation that West Yorkshire Combined Authority, South Yorkshire Mayoral Combined Authority, Liverpool City Region Combined Authority and the West Midlands Combined Authority are eligible for Level 4 devolution.

These letters confirm the government’s commitment to implement a Level 4 devolution agreement with West Yorkshire Combined Authority (WYCA), South Yorkshire Mayoral Combined Authority (SYMCA) and Liverpool City Region Combined Authority (LCRCA). This also confirms further Level 4 flexibilities for the West Midlands Combined Authority (WMCA).

For WYCA, SYMCA and LCRCA, Level 4 deepens the devolution settlements in these major city regions, providing mayors with a consolidated single pot for housing and regeneration funding as a stepping stone to a full single department-style funding settlements at the subsequent multi-year Spending Review; local control over adult skills provision; influence over Great British Railway’s priorities for services and infrastructure; control over more local transport funding; and influence over UKRI strategies and funding. In return, Government expects WYCA, SYMCA and LCRCA to demonstrate the most robust accountability and scrutiny by adhering to the Scrutiny Protocol.

Government will now work with these areas to implement these agreements.
