The government has updated its set of carbon values to be used in policy appraisal and evaluation. This update has been made to reflect the latest evidence, targets and wider context.

A literature review helped inform the review. It reviews academic research and international practices in developing carbon values for policy appraisal. The literature review was carried out by Vivid Economics.
