This guidance is for:

  • local authorities
  • health and education bodies
  • providers of long-term residential placements for children and young people

It explains responsibilities for safeguarding children and young people with special educational needs and disabilities and health conditions placed for consecutive periods of 3 months or more in:

  • residential schools
  • hospitals
  • other residential establishments

Statutory guidance sets out what you must do to comply with the law. You should follow the guidance unless you have a very good reason not to.
