Launched in June 2019, the Whole House Retrofit Innovation Competition (WHR) awarded £7.7 million to 3 organisations. It sought to demonstrate cost reduction in the whole-house approach to retrofitting through economies of scale and scope.
Launched in October 2020, Social Housing Decarbonisation Fund (SHDF) Demonstrator awarded £61 million in funding to 16 local authorities for 18 projects. It was an initial investment to learn lessons and catalyse innovation in retrofitting for the SHDF, for which the manifesto committed £3.8 billion of new funding in 2019.
These projects aimed to demonstrate innovative approaches to retrofitting social housing at scale, using a whole house approach.
The Department for Energy Security and Net Zero (then Department for Business, Energy and Industrial Strategy (BEIS)) commissioned Ipsos, in partnership with Technopolis and the Energy Saving Trust (EST), to conduct a process, outcome and economic evaluation of the WHR and SHDF(D) competitions that was completed in October 2023.
