This report recommends that Worcestershire county council works with the commissioner and DfE to develop an alternative way to provide children’s services.
It follows an Ofsted report that judged the overall effectiveness of those services to be inadequate.
DfE issued a revised statutory direction to Worcestershire county council in September 2017.
