The Traffic Commissioner remained to be satisfied that the requirements of section 13A(2)(b) and (d) were met. Having considered the application at Public Inquiry, the application was refused on that basis.

The Traffic Commissioner made an adverse decision in respect of each of the former transport managers under section 27(1)(b) and directed that they be prevented from relying on their respective Certificates of Professional Competence.
