Outturn and forecast tables

These tables are produced under the terms of the Memorandum of Understanding with the Office for Budget Responsibility (OBR). They reflect the government’s delivery plans, and the OBR’s additional judgments as set out in their economic and fiscal outlook.

The ‘Outturn and forecast: Autumn Statement 2016’ tables are consistent with the Autumn Statement 2016 economic and fiscal outlook – 23 November 2016.

The ‘Outturn and forecast: March Budget 2016’ tables are consistent with the Budget 2016 economic and fiscal outlook – 16 March 2016.

Benefit expenditure outturn tables

Tables showing benefit expenditure by local authority and by parliamentary constituency include Personal Independence Payment data for 2014/15 and 2015/16.

More information

Historic expenditure figures may differ from those published in the accounts due to differing definitions and the inclusion of data that has become available since.

Historic caseload data comes from statistical reports. It may differ from previously published figures because these tables provide estimates for financial years, rather than point-in-time figures.

Some historical data may differ from that previously published where:

  • new information has become available
  • methods for estimating expenditure have been improved

Forecasts are made using a number of techniques appropriate to the particular benefits, taking into account demographic, economic, social and policy factors.

The Department for Work and Pensions (DWP) is currently investigating a discrepancy with the medical condition and International Classification of Diseases (ICD) codes for:

  • Employment and Support Allowance (ESA)
  • Incapacity Benefit (IB)
  • Severe Disablement Allowance (SDA)

While we assess the scale of this issue we have removed the ‘ESA expenditure by reported medical condition and phase of claim 2010/11 to 2015/16’ tables.

When the tables are updated they will only be published on the tables page for 2017 as these will be based on the most up to date information.

  1. Removed data tables for 'ESA expenditure by reported medical condition and phase of claim 2010/11 to 2015/16', due to issues with the underlying data used in the tables.

  2. Published a revised version of the 'ESA expenditure by reported medical condition and phase of claim, 2000/01 to 2015/16' data tables - with updated 2015/16 outturn figures to reflect an amended split across the phase categories.

  3. Added 'Outturn and forecast: Autumn Statement 2016’ tables in XLS and ODS formats.

  4.   5. Updated real terms figures from 2015/16 to 2016/17 prices in the spreadsheet.

  6. Changed the definition of Income Support (Incapacity) expenditure for years 2000/01 to 2003/04 that is used in the GB Welfare table, Table 3a, and Incapacity Benefits table. Some figures in these tables have changed as a result. This doesn't have a material impact on the overall numbers, but gives better consistency across the different benefits in terms of where discontinuities in the series lie.
