Contributory factors in fatal collisions: comparing STATS19 with post-investigation recording, 2021 data
This report explores how the contributory factors initially recorded by police officers change when based on information available following further investigation.

Details
Data on road collisions reported by police in Great Britain are collected via the STATS19 system. As part of this system, police officers attending the scene of a collision are able to record up to 6 factors which in their opinion contributed to it.
Contributory factors (CFs) in STATS19 are based on information available within a short time of the collision, rather than detailed collision investigation. Further information on CFs is available in our contributory factors guidance.
This report presents the results of an initial study comparing the CFs recorded in STATS19 for fatal collisions in 2021, with their equivalent based on coding following further more in-depth investigation. The latter have been provided by the majority of police forces, with the support of the National Police Chiefs Council (NPCC).
This work illustrates the strengths and limitations of the CFs captured in STATS19 and provides a basis for further work. Any comments on the findings are welcome to the road safety statistics team via the contact details below.
