Summary of the Great British Insulation Scheme: February 2024

Introduction

The Great British Insulation Scheme (GBIS) is a government scheme to help people insulate their homes, make them more energy efficient and save money on their energy bills.

The government announced the scheme at the end of March 2023. The £1 billion scheme will help around 300,000 households across the country with the cost of installing new home insulation. The scheme is scheduled to run until March 2026.

What you need to know about these statistics

These statistics are based on data provided by Ofgem, covering installations of measures between May and December 2023. Data are based on the date of completed installation of measures as recorded in the Ofgem register.

Previous versions of this release were based on preliminary data provided by TrustMark as an indication of measures installed under GBIS. Due to the timing of receiving data from Ofgem, this release will now move to reporting installations 2 months in arrears.

The ‘Official Statistics in development’ label has been removed from this release due to the improvement in data quality through using the administrative data from the scheme provider Ofgem.

Key statistics

Delivery by month

Since the start of GBIS at the end of March 2023, there have provisionally been 4,011 measures installed in 3,284 households up to the end of December 2023.

December saw a slight fall in measure delivery after a continual rise between May and November 2023. Delivery fell from 1,122 measures in November to 948 in December, reflecting the usual seasonal trend.

Delivery by measure type

The most popular measure so far has been cavity wall insulation, accounting for 58% (2,335 measures) of the total 4,011 measures. This was followed by heating controls which accounted for 18% (727 measures) and loft insulation which accounted for 15% (582 measures).

Delivery by region

Out of the 4,011 measures installed so far, the highest regional delivery has been in Yorkshire and The Humber (651 measures, 16%), followed by the South East (650 measures, 16%) and the North West (438 measures, 11%).

There have been 3,284 households upgraded under GBIS up to the end of December 2023, meaning they have had at least one measure installed. The regional breakdown of upgraded households is largely the same as the regional breakdown of measures installed, as the majority of households (2,906 out of 3,284) have had only one measure installed under the scheme. The remaining 378 households have had one or more heating control measures installed (these are secondary measures that can only be installed in households in the low-income eligibility group under the scheme).
