Summary of the Green Homes Grant Local Authority Delivery (LAD) and Home Upgrade Grant (HUG) statistics: May 2024

Introduction

The Home Upgrade Grant (HUG) and Local Authority Delivery scheme (LAD) are government schemes supporting energy efficiency upgrades of low-energy efficiency (EPC of D or lower) low-income (household income below £30k) households across England.

HUG Phase 2 (HUG 2) is actively reporting, and has allocated £630 million for delivery between September 2023 and March 2025. HUG 2 is exclusively for off-gas-grid properties.

LAD Phases 1 and 2 previously received £500 million between them, installing 47,600 measures across 39,000 households. These schemes ran between 2020-2022.

LAD Phase 3 made £287 million of funding available for Local Authorities. HUG 1 allocated £220 million, exclusively for homes that are off the gas grid. Both schemes ran from 2022-2023.

The data contained in the analysis is based on returns submitted by mid-April 2024, requesting data to the end of March 2024.

Key statistics

Total Homes Upgraded

• This publication is based on returns requesting data to the end of March 2024. HUG 2 has installed 1,840 measures across 1,100 households to date. There were 680 measures installed and 380 households upgraded in March.
• The LAD 3 scheme delivered 27,000 measures across 19,700 households, with 6,400 measures installed across 4,100 households through the HUG 1 scheme.
• A total of 25,000 households have been upgraded across LAD 3, HUG 1, and HUG 2 (Figure 1). The majority of upgrades (79%) were delivered by LAD 3, with a significant contribution (17%) from HUG 1, and a smaller contribution from HUG 2 (4%). LAD 1 previously delivered 18,600 upgraded households, and LAD 2 delivered 20,500.
• Across all schemes (LAD 1, LAD 2, LAD 3, HUG 1, and HUG 2) there were 86,100 measures installed in 64,100 households, based on data reported to the end of March 2024.
• The average Energy Performance Certificate (EPC) improved by 1 band for LAD 3 and HUG 1, based on the 93% of households that reported pre and post installation EPC scores.
• There were 95% of households that reported post-installation EPC scores, of which 60% of LAD 3 and 40% of HUG 1 households were improved to an EPC of C or higher. HUG 1 homes tended to have a lower starting EPC, hence the lower fraction improved to higher EPCs.
• LAD 1 and LAD 2 improved 55% and 60% of homes to EPC C or higher respectively.

Measure delivery by month

• HUG 2 showed an increase in installation rates, upgrading 380 homes in March compared to 270 homes in February and 130 homes in January. There was a similar pattern in measures installed, with 680 installations in March, compared to 420 installations in February and 210 in January. In total, HUG 2 has delivered 1,840 measures across 1,100 households, including some initial data for April.
• Figure 2 shows the monthly delivery rates across all LAD phases and HUG: all LAD phases show the same pattern of starting slowly (hundreds of measures a month), before ramping up to deliver several thousand measures per month. HUG 1 followed a similar pattern, but peaked at a thousand measures a month. LAD 1 and 2 had a small number of measures installed after the official scheme ended in September 2022, which are not shown in the figure.

Delivery by measure type

• Across HUG 2, solar PV was the most common type of measure, accounting for 37% of HUG 2 installations. Low carbon heating and insulation both accounted for around 25% of HUG 2 measures, as shown in Figure 3. Other heat includes all non Air Source Heat Pump (ASHP) forms of low carbon heating. Other includes all other measures not explicitly listed.
• Across LAD 3 and HUG 1, insulation measures were the most common type of measure, accounting for 49% of LAD 3, and 43% of HUG 1 installations. Solar PV was the most common single measure installed, accounting for 38% of LAD 3 and 27% of HUG 1 installations.

Delivery by region

• The South East region had the most measures installed through HUG 2 (32% of total HUG 2 measures), with the North West (28%) and the East (25%) also receiving a significant number of measures. No other region received more than 10% of HUG 2 measures. Please note the regions have significantly different populations.
