Details

The national statistics on the capital outturn figures of local authority capital expenditure and receipts in the financial year April 2013 to March 2014 was released on 18 September 2014 under arrangements approved by the UK Statistics Authority.

The statistical release includes data from 2009-10 to 2013-14.

Main points are:

  • capital expenditure by local authorities in England increased to £19.7 billion in 2013 to 2014 from £18.9 billion in 2012 to 2013, a year-on-year increase of 3.9%
  • capital receipts have increased in 2013 to 2014 to £2.7 billion from £2.1 billion in 2012 to 2013, a year-on-year increase of 25.8%; this is mainly due to an increase in property disposals
  • in 2013 to 2014 capital expenditure on planning and development services, and environmental services increased by 29% and 10% respectively, whilst highways and transport increased by 9%; however, there has been a decrease in capital expenditure in the same year of about 17% in education (which excludes expenditure related to academies), of 5% in culture and related services, and of 4% in police - expenditure on housing rose by 6%
  • the financing of capital expenditure through central government grants decreased to £7.5 billion in 2013 to 2014 from £8.5 billion in 2012 to 2013, a year-on-year decrease of 11.8%

This release includes new tables 6 to 8 and additional annexes B to F. Individual local authority data are also now available on the departmental website.

An earlier provisional outturn was published in a statistical release in July based on information from capital payments and receipts returns (CPR4) submitted by local authorities in England.

20 January 2015 update

2013 to 2014 supplementary data for Housing Revenue Account capital expenditure, financing and major repairs reserve were collected on the 2013 to 2014 capital outturn return (COR) submitted by all 444 local authorities in England.

They have been published later than the rest of the capital outturn return data to enable additional quality checks to be carried out. The main capital outturn return statistical release and data were published on 18 September 2014.

The figures for Indebtedness Limit (row 38 on the LA drop down sheet, column AA on the data sheet) are taken from DCLG records rather than from the capital outturn return forms.

26 March 2015 update

These statistics published on 26 March 2015 have superseded those published on 18 September 2014. Some figures have been revised in tables 1, 1a, 2, 3a, 3b, 5, 6 and 8, and in annexes A(1), A(2), A(3) and E(1). The revisions do not change any key points from the original release.

The dropdown tables for COR5 have been updated to include corrected figures received from one authority. Figures for certain other authorities have been amended in the COR1&2, COR4 and COR5 tables in line with revised forms received from some authorities since September 2014.
