Background

Local Housing Allowance (LHA) determines the maximum financial support available for renters in the private rented sector. The Secretary of State has committed to reviewing the level of LHA rates annually.

Each year Rent Officers at the Valuation Office Agency (VOA), Rent Service for Scotland and Rent Officers Wales determine LHA rates for the coming financial year.

On 22 November 2023 the Chancellor announced in the Autumn Statement that the government will raise LHA rates in Great Britain to the 30th percentile of local market rates in April 2024.

The Department for Work and Pensions (DWP) uses LHA rates to calculate the maximum housing support for claimants of either the housing element of Universal Credit or Housing Benefit. LHA rates are set within Broad Rental Market Areas (BRMA).

A BRMA is an area within which a person could reasonably be expected to live, taking into account access to certain facilities and services, for example with regards to health and education. Within each BRMA there are 5 LHA rates:

  • Shared Accommodation Rate (SAR)
  • 1 bedroom rate
  • 2 bedroom rate
  • 3 bedroom rate
  • 4 bedroom rate

Indicative LHA rates for financial year 2024 to 2025

The figures in this publication are based on Rent Officer data for the 30th percentile of market rents collected in the 12 months ending 30 September 2023 across Great Britain, provided by the VOA, Rent Service for Scotland, and Rent Officers Wales in October 2023.

The indicative rates have been calculated in-line with the Rent Officers Orders, including a national cap for each LHA category and ensuring that no revised LHA rates will be reduced compared to the last time they were set on 31 March 2020.

There are a total of 960 rates across all BRMA and bedroom types that apply to claimants receiving Housing Benefit or Universal Credit Housing Element.

The data covers Great Britain only.

The data is indicative, confirmed rates will be released in accordance with legislation on 31 January 2024.

Statement of compliance with the Code of Practice for Statistics

The Code of Practice for Statistics (the Code) is built around three main concepts, or pillars:

  • Trustworthiness – is about having confidence in the people and organisations that publish statistics
  • Quality – is about using data and methods that produce assured statistics
  • Value – is about publishing statistics that support society’s needs for information

The following explains how we have applied the pillars of the Code in a proportionate way.

Trustworthiness

The figures were created following interest from DWP ministers, HM Treasury and Members of Parliament. They are being published now to give equal access to all those with an interest in them and to better support understanding of the impact of LHA increases.

Quality

The data that underpins this information is taken from VOA, Rent Service Scotland, and Rent Officers Wales. It is based on rent officer data collected in the 12 months ending 30 September 2023 across Great Britain for the 30th percentile of market rents, in accordance with the Rent Officers Orders.

Value

Releasing this information serves the increased public interest in what LHA rates will be in 2024 to 2025 given the recent announcement in the Autumn Statement 2023 that LHA rates will be increased. We are publishing the indicative rates now as a response to requests from users. It is in line with other benefit and pension rates, which also publish proposed rates. The figures also help reduce the administrative burden of answering Parliamentary questions, Freedom of Information requests and other forms of ad hoc enquiry.
