Summary of the Social Housing Decarbonisation Fund statistics: April 2024

Introduction

The Social Housing Decarbonisation Fund (SHDF) is a government scheme designed to upgrade a significant amount of the social housing stock currently below Energy Performance Certificate (EPC) C up to that standard.

The Government launched Wave 1 of the SHDF in August 2021. It has awarded around £179m of grant funding for delivery from 2022 into 2023 and will see energy performance improvements to up to 20,000 social housing properties.

Successful projects within Wave 2.1 of the SHDF were announced on 22 March 2023. Wave 2.1 of the SHDF awarded around £778m of grant funding, delivering from 2023 to 2025.

What you need to know about these statistics

The data in these statistics are based on returns submitted by mid-April 2024, covering measure installations to the end of February 2024.

The Wave 1 data is based on returns from 66 Local Authorities, with completed installations reported by 60 Local Authorities.

The Wave 2.1 data is based on returns from 102 Grant Recipients, with completed installations reported by 35 Grant Recipients.

All figures in this publication are provisional and subject to revision.

Key statistics

Delivery by month

To the end of February 2024, there were around 33,100 measures installed in around 17,300 households under SHDF.

SHDF Wave 1 has delivered around 27,600 measures in around 14,300 households over the period. Delivery in the most recent months has fallen back as Wave 1 begins to draw to a close and Wave 2.1 progresses, but data for the latest period may also be revised in future publications.

SHDF Wave 2.1 has delivered around 5,500 measures in around 3,000 households up to the end of February 2024, an increase of 22 per cent from last publication.

Measure delivery under Wave 2.1 increased each month from April to November 2023 but fell in December reflecting the usual seasonal trend. Delivery in January and February 2024 was slightly lower than that in December, but it is likely that data for the most recent months will be revised upwards in future publications. Delivery by measure type

The majority of measures installed over the period under SHDF Wave 1 were insulation measures accounting for 59% (16,200 measures), followed by measures to upgrade windows and doors, such as double or triple glazing, accounting for 21% (5,900 measures) and electricity related measures, for example solar PV, accounting for 14% (4,000 measures).

Like Wave 1, the majority of measures installed over the period under SHDF Wave 2.1 were insulation measures accounting for 62% (3,400 measures), with electricity related measures accounting for 15% and windows and door measures accounting for 14% of measures installed.

The single most common measure installed under Wave 1 and Wave 2.1 is loft insulation, accounting for 23% and 26% of measures installed respectively. (Tables 3.1 and 3.2, Figure 2)

ASHP: Air Source Heat Pump; GSHP: Ground Source Heat Pump; Other heat contains all non-ASHP and non-GSHP forms of low carbon heat and heating control measures.

Delivery by region

Of the 27,600 measures installed under Wave 1, 5,200 measures (19%) were installed in the North West region, with 3,900 measures installed in West Midlands (14%) and 3,800 measures in North East (14%). (Table 5, Figure 3).
