Introduction
The Social Housing Decarbonisation Fund (SHDF) is a government scheme designed to upgrade a significant amount of the social housing stock currently below Energy Performance Certificate (EPC) C up to that standard.
The government launched Wave 1 of the SHDF in August 2021. It has awarded around £179 million of grant funding for delivery from 2022 into 2023 and will see energy performance improvements to up to 20,000 social housing properties.
Successful projects within Wave 2.1 of the SHDF were announced on 22 March 2023. Wave 2.1 of the SHDF awarded around £778 million of grant funding, delivering from 2023 to 2025.
What you need to know about these statistics
The Wave 1 data in these statistics is based on returns submitted by mid-January 2023, covering measure installations to the end of November 2023. The data is based on returns from 66 local authorities, with completed installations reported by 59 local authorities.
This release incorporates Wave 2.1 data for the first time. These statistics are based on returns submitted by mid-January 2023, covering measure installations to the end of November 2023. The data is based on returns from 105 Grant Recipients, with completed installations reported by 21 Grant Recipients.
All figures in this publication are provisional and subject to revision.
Key statistics
Delivery by month
To the end of November 2023, the Social Housing Decarbonisation Fund (SHDF) Scheme Wave 1 delivered 22,900 measures in 12,000 households. The total number of measures delivered to date has increased by 10% from last publication, reflecting delivery in an additional month and revised data from local authorities.
Measure delivery for SHDF Wave 1 in the last 3-month period declined by 39%, down from 5,000 measures delivered in June to August 2023, to 3,100 in the 3 months to November 2023, although data for the latest periods may be revised upwards in future publications.
To the end of November 2023, SHDF Wave 2.1 delivered 3,200 measures in 1,700 households.

Delivery by measure type
The majority of measures installed over the period under SHDF Wave 1 were Insulation measures (13,400 measures, 59%), with Windows and Doors measures accounting for 22% (5,000 measures) and Electricity Related measures accounting for 13% (3,100 measures) of measures installed.

The majority of measures installed over the period under SHDF Wave 2.1 were Insulation measures (2,200 measures, 69%), with Windows and Doors measures accounting for 12% and Electricity Related measures accounting for 11% of measures installed.

Delivery by region
Of the 22,900 measures installed under SHDF Wave 1, 3,700 measures (16%) were installed in the West Midlands region, with 3,600 measures installed in North West (16%) and 3,400 measures in North East (15%).
