Summary of the Social Housing Decarbonisation Fund statistics: May 2024

Introduction

The Social Housing Decarbonisation Fund (SHDF) is a government scheme designed to upgrade a significant amount of the social housing stock currently below Energy Performance Certificate (EPC) C up to that standard.

The government launched Wave 1 of the SHDF in August 2021. It has awarded around £179 million of grant funding for delivery from 2022 into 2023 and will see energy performance improvements to up to 20,000 social housing properties.

Successful projects within Wave 2.1 of the SHDF were announced on 22 March 2023. Wave 2.1 of the SHDF awarded around £778 million of grant funding, delivering from 2023 to 2025.

What you need to know about these statistics

The data in these statistics are based on returns submitted by mid-May 2024, covering measure installations to the end of March 2024.

The Wave 1 data is based on returns from 66 local authorities, with completed installations reported by 61 local authorities.

The Wave 2.1 data is based on returns from 102 grant recipients, with completed installations reported by 39 grant recipients.

All figures in this publication are provisional and subject to revision.

Key statistics

Delivery by month

To the end of March 2024, there were around 37,900 measures installed in around 19,500 households under SHDF.

SHDF Wave 1 has delivered around 30,700 measures in around 15,600 households over the period. This is an increase of 11% from last publication, mainly reflecting revisions to previous months as the scheme draws to a close and local authorities submit their final returns. Delivery under Wave 1 has still generally fallen back in recent months as this wave closes and Wave 2.1 progresses. However, data for the latest period may also be revised in future publications.

SHDF Wave 2.1 has delivered around 7,200 measures in around 4,000 households up to the end of March 2024. This is an increase of 31% from last publication, reflecting delivery in an additional month and revised data from grant recipients.

Measure delivery under Wave 2.1 increased each month from April to November 2023 but fell in December reflecting the usual seasonal trend. Delivery increased in February and March 2024 with over 1,000 measures reported for March. (Tables 1 and 2, Figure 1).

Delivery by measure type

The majority of measures installed over the period under SHDF Wave 1 were insulation measures accounting for 59% (18,200 measures), followed by measures to upgrade windows and doors, such as double or triple glazing, accounting for 22% (6,700 measures) and electricity related measures, for example solar PV, accounting for 13% (4,000 measures).

Like Wave 1, the majority of measures installed over the period under SHDF Wave 2.1 were insulation measures accounting for 58% (4,200 measures), with electricity related measures accounting for 18% and windows and door measures accounting for 14% of measures installed. Low carbon heat measures accounted for 7% of Wave 2.1 measures installed, and only 4% of Wave 1 measures installed.

Under Wave 1, external and internal solid wall insulation measures together make up 24% of measures installed. The single most common measure installed under Wave 1 and Wave 2.1 is loft insulation, accounting for 23% and 25% of measures installed respectively. (Tables 3.1 and 3.2, Figure 2)

GSHP: Ground Source Heat Pump
Other heat contains all non-ASHP and non-GSHP forms of low carbon heat and heating control measures.

Delivery by region

Of the 30,700 measures installed under Wave 1, 5,400 measures (18%) were installed in the North West region, with 4,400 measures installed in North East (14%) and 3,900 measures in West Midlands (13%). (Table 5, Figure 3).
