Introduction
The Social Housing Decarbonisation Fund (SHDF) is a government scheme designed to upgrade a significant amount of the social housing stock currently below Energy Performance Certificate (EPC) C up to that standard.
The Government launched Wave 1 of the SHDF in August 2021. It awarded around £179m of grant funding for delivery from 2022 into 2023 for energy performance improvements to up to 20,000 social housing properties.
Successful projects within Wave 2.1 of the SHDF were announced on 22 March 2023. Wave 2.1 of the SHDF awarded around £778m of grant funding to 107 projects, delivering from 2023 to 2025.
Wave 2.2 of the SHDF awarded around £80m of grant funding from April 2024, building on the allocations made under the previous Wave 2.1 for delivery from 2024 to 2026.
What you need to know about these statistics
This release presents the latest statistics on the SHDF Wave 1 and Wave 2.1.
SHDF Wave 1 is now closed and the statistics are based on returns from all 62 local authorities who participated in this wave. Wave 1 tables will be updated when final data for all homes treated is available. SHDF Wave 2.1 is actively reporting.
The data in these statistics are based on returns submitted by mid-September 2024, covering measure installations to the end of July 2024.
The Wave 2.1 data is based on returns from 102 grant recipients, with completed installations reported by 41 grant recipients.
All figures in this publication are provisional and subject to revision.
This publication includes a breakdown for property type, signed-up grant recipients, parliamentary constituency and English local authority for Wave 2.1 for the first time.
From this release onwards, data presented at the parliamentary constituency level are based on the new Westminster Parliamentary Constituencies that came into effect on 4 July 2024. Data will no longer be presented using the previous boundaries. Comments on this from users of these statistics should be sent to EnergyEfficiency.Stats@energysecurity.gov.uk.
Key statistics
Delivery by month
To the end of July 2024, there were around 43,200 measures installed in 22,300 households under SHDF.
SHDF Wave 2.1 has delivered around 12,000 measures in 6,500 households up to the end of July 2024. There are an additional 1,400 measures and 690 households compared to the August statistical release. Of this increase, 880 measures and 360 households came from revisions to historical data. Measure delivery under Wave 2.1 in the last 3-month period was 46% lower, down from 3,800 measures delivered in February 2024 to April 2024 to 2,000 in the three months to July 2024. There were around 520 measures installed in July, around 660 in June and around 870 in May. It is likely that data for the most recent months will be revised upwards in future publications, but monthly delivery is lower than the around 1,600 measures installed in March.
SHDF Wave 1 delivered around 31,200 measures in around 15,800 households to the end of April 2024. (Tables 1 and 2, Figure 1)

Delivery by measure type
The majority of measures installed over the period under SHDF Wave 2.1 have been insulation measures, accounting for 56% (6,700 measures); this is followed by electricity related measures, for example solar PV, accounting for 22% (2,600 measures); and measures to upgrade windows and doors, such as double or triple glazing, accounting for 14% (1,700 measures).
Similar to the pattern for Wave 2.1, the majority of measures installed over the period under SHDF Wave 1 were insulation measures accounting for 59% (18,500 measures). Windows and door measures accounted for 22% and electricity related measures accounted for 13% of measures installed.
The most common single measure type installed under Wave 1 and Wave 2.1 is loft insulation, accounting for 24% and 22% of measures installed respectively.

ASHP: Air Source Heat Pump; GSHP: Ground Source Heat Pump; Other heat contains all non-ASHP and non-GSHP forms of low carbon heat and heating control measures.

Delivery by region
There have been 6,500 households upgraded under SHDF Wave 2.1 up to the end of July 2024, meaning they have at least one measures installed. Yorkshire and the Humber had the most households upgraded (1,400 households, 22%), followed by North West (1,200 households, 19%) and East (1,200 households, 18%) (Table 6.2, Figure 3)
