2. Economic statement
Average house prices in Wales decreased by 1.2% (provisional estimate) in the 12 months to February 2024. This was up from a decrease of 2.3% (revised estimate) in the 12 months to January 2024 and was slower than the average UK house price annual inflation of negative 0.2% (provisional estimate) in the 12 months to February 2024.
On a non-seasonally adjusted basis, average house prices in Wales increased by 0.4% between January 2024 and February 2024, compared with a decrease of 0.7% during the same period 12 months ago. On a seasonally adjusted basis, average house prices in Wales increased by 0.5% between January 2024 and February 2024.
Comparing the provisional UK HPI volume estimate for December 2022 with the provisional UK HPI estimate for December 2023, the volume of transactions decreased by 44.3% in Wales and decreased by 42.3% in the UK.
In Wales, 5 of the 22 local authority areas showed an increase in average house prices in the 12 months to February 2024. Ceredigion showed the highest annual percentage change, rising by 3.5% to £248,000 in the 12 months to February 2024. In contrast, Newport showed the lowest annual percentage change, decreasing by 7.5% to £220,000 in the 12 months to February 2024.
In Wales, semi-detached houses had the highest annual inflation out of all property types, decreasing by 0.4% in the 12 months to February 2024 to £206,000. Terraced houses showed the lowest annual inflation, falling by 2.5% in the 12 months to February 2024, to an average price of £164,000.
As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

In February 2024, the most expensive area to purchase a property was Monmouthshire, where the average cost was £333,000. In contrast, the cheapest area to purchase a property was Blaenau Gwent, where the average cost was £127,000.

Published transactions for recent months will increase as later registered transactions are incorporated into the index.

Comparing the provisional UK HPI volume estimate for December 2022 with the provisional UK HPI estimate for December 2023, volume transactions decreased by 44.3% in Wales.
UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, HMRC volume transactions decreased by 17.9% in Wales in the 12 months to December 2023.
