2. Economic statement

Average house prices in Wales increased by 4.1% in the 12 months to February 2025, to £207,000 (provisional estimate). This was down from 5.6% (revised estimate) in the 12 months to January 2025 and was lower than the average UK house price annual inflation of 5.4% (provisional estimate) in the 12 months to February 2025.

On a non-seasonally adjusted basis, average house prices in Wales decreased by 0.7% between January 2025 and February 2025, compared with an increase of 0.7% during the same period 12 months ago.

 On a seasonally adjusted basis, average house prices in Wales decreased by 0.3% between January 2025 and February 2025.

Comparing the provisional UK HPI volume estimate for December 2023 with the provisional UK HPI estimate for December 2024, the volume of transactions increased by 34.0% in Wales and increased by 42.2% in the UK.

In Wales, 19 of the 22 local authority areas showed an increase in average house prices in the 12 months to February 2025. Blaenau Gwent showed the highest annual percentage change, rising by 10.0% to £138,000 in the 12 months to February 2025. In contrast, Ceredigion showed the lowest annual percentage change, decreasing by 7.2% to £219,000 in the 12 months to February 2025.

In Wales, terraced houses had the highest annual inflation out of all property types, increasing by 4.7% in the 12 months to February 2025, to an average price of £165,000. Detached houses had the lowest annual inflation, increasing by 3.1% in the 12 months to February 2025, to an average price of £324,000.

As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

In February 2025, the most expensive area to purchase a property was Monmouthshire, where the average cost was £330,000. In contrast, the cheapest area to purchase a property was Blaenau Gwent, where the average cost was £138,000.

Comparing the provisional UK HPI volume estimate for December 2023 with the provisional UK HPI volume estimate for December 2024, volume transactions increased by 34.0% in Wales.

UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that in the 12 months to December 2024, on a non-seasonally adjusted basis, HMRC volume transactions increased by 11.0% in Wales.

5. Property status

Transactions involving the creation of a new register, such as new builds, are more complex and need more time to process. This means they can take longer to appear in the land registers.
