2. Economic statement

Average house prices in Wales increased by 6.0% in the 12 months to January 2025, to £210,000 (provisional estimate). This was up from 2.8% (revised estimate) in the 12 months to December 2024 and was higher than the average UK house price annual inflation of 4.9% (provisional estimate) in the 12 months to January 2025.

On a non-seasonally adjusted basis, average house prices in Wales increased by 0.9% between December 2024 and January 2025, compared with a decrease of 2.1% during the same period 12 months ago. Between December 2023 and January 2024, there was a widespread fall in average house price across Wales, with 15 of the 22 local authorities in Wales experiencing a monthly fall in average price. This is called a base effect and, combined with a monthly rise of 0.9% in January 2025, led to a sharp rise in Wales’ annual inflation rate to 6.0% in January 2025.

On a seasonally adjusted basis, average house prices in Wales increased by 1.7% between December 2024 and January 2025.

Comparing the provisional UK HPI volume estimate for November 2023 with the provisional UK HPI estimate for November 2024, the volume of transactions increased by 35.4% in Wales and increased by 31.7% in the UK.

In Wales, 16 of the 22 local authority areas showed an increase in average house prices in the 12 months to January 2025. Wrexham showed the highest annual percentage change, rising by 8.6% to £209,000 in the 12 months to January 2025. In contrast, Merthyr Tydfil showed the lowest annual percentage change, decreasing by 6.0% to £137,000 in the 12 months to January 2025.

In Wales, semi-detached houses had the highest annual inflation out of all property types, increasing by 6.5% in the 12 months to January 2025, to an average price of £208,000. Flats and maisonettes had the lowest annual inflation, increasing by 5.1% in the 12 months to January 2025, to an average price of £131,000.

As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

In January 2025, the most expensive area to purchase a property was Monmouthshire, where the average cost was £337,000. In contrast, the cheapest area to purchase a property was Merthyr Tydfil, where the average cost was £137,000.

Comparing the provisional UK HPI volume estimate for November 2023 with the provisional UK HPI volume estimate for November 2024, volume transactions increased by 35.4% in Wales.

UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that in the 12 months to November 2024, on a non-seasonally adjusted basis, HMRC volume transactions increased by 23.0% in Wales.
