2. Economic statement

Average house prices in Scotland increased by 6.0% in the 12 months to July 2024, to £199,000 (provisional estimate). This was up from 4.7% (revised estimate) in the 12 months to June 2024 and was higher than the average UK house price annual inflation of 2.2% (provisional estimate) in the 12 months to July 2024.

On a non-seasonally adjusted basis, average house prices in Scotland increased more rapidly between June 2024 and July 2024 (3.1%) than during the same period 12 months ago (1.9%). On a seasonally adjusted basis, average house prices in Scotland increased by 1.6% between June 2024 and July 2024.

Comparing the provisional UK HPI volume estimate for May 2023 with the provisional UK HPI volume estimate for May 2024, the volume of transactions increased by 19.2% in Scotland and decreased by 2.2% in the UK.  

In Scotland, detached houses had the highest annual percentage change out of all property types, increasing by 7.8% in the 12 months to July 2024 to £350,000. Flats and maisonettes had the lowest annual percentage change, which increased by 4.6% in the 12 months to July 2024 to an average price of £139,000.

In Scotland, 30 of the 32 local authority areas showed an increase in average house prices in the 12 months to July 2024. The highest annual percentage change was in Inverclyde, where average house prices increased by 9.2% in the 12 months to July 2024 to £136,000. The lowest annual percentage change was in City of Aberdeen, where average house prices decreased by 0.3% in the 12 months to July 2024 to £137,000.

As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

In Scotland, average prices increased by 6.0% in the 12 months to July 2024 (provisional estimate), up from 4.7% in the 12 months to June 2024 (revised estimate).

Annual price change by local authority for Scotland

Low numbers of sales transactions in some local authorities, such as Orkney Islands, Na h-Eileanan Siar and Shetland Islands, can lead to volatility in the series.

While we make efforts to account for this volatility, the change in price in these local levels can be influenced by the type and number of properties sold in any given period.

Geographies with low number of sales transactions should be analysed in the context of their longer-term trends rather than focusing on monthly movements.

In July 2024, the most expensive area to purchase a property was City of Edinburgh, where the average cost was £334,000. In contrast, the cheapest area to purchase a property was East Ayrshire, where the average cost was £131,000.

Comparing the provisional UK HPI volume estimate for May 2023 with the provisional UK HPI volume estimate for May 2024, volume transactions decreased by by 19.2% in Scotland.

UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that in the 12 months to May 2024, on a non-seasonally adjusted basis, HMRC volume transactions increased by 19.4% in Scotland.

5. Property status

Transactions involving the creation of a new register, such as new builds, are more complex and need more time to process. This means they can take longer to appear in the land registers.
