Access your UK Kyoto Protocol Registry account

If you want to hold or trade Kyoto Units, you will need to have a Person Holding Account in the UK Kyoto Protocol Registry.

The Kyoto Protocol to the United Nations Framework Convention on Climate Change (UNFCCC) is an international climate change treaty which sets out emission reduction obligations for certain countries, including the UK.

The first commitment period under the Kyoto Protocol ran from 2008 to 2012. A second commitment period was agreed under the Doha Amendment to the Kyoto Protocol, and this commitment period ended on 31 December 2020. The UK still has accounting obligations in relation to this commitment period, in order to demonstrate its compliance.

Under the Kyoto Protocol regime, the UK is required to have a registry to hold and track Kyoto Units. Following the end of the transition period on 31 December 2020, the UK Kyoto Protocol Registry is now part of the UK Emissions Trading Registry.

If you want to hold or trade Kyoto Units, you will need to have a Person Holding Account in the UK Kyoto Protocol Registry.

Access your UK Kyoto Protocol Registry Person Holding Account

If you already have an account

If you held an open Person Holding Account in the UK Kyoto Protocol Registry when it was in the Consolidated System of European Registries (CSEUR), this has now been migrated from the CSEUR to the UK Kyoto Protocol Registry, which is part of the UK Emissions Trading Registry.

You will have been contacted by the National Administrator (the Environment Agency) and asked to provide details of a Primary Contact who is authorised to give instructions to the National Administrator on your behalf.

You will need to nominate at least 2 people to operate your account for you (known as ‘Authorised Representatives’). Existing Authorised Representative information has not been transferred.

Your nominated Authorised Representatives will first need to create a Registry sign in on the UK Emissions Trading Registry so that you can provide their user IDs to the National Administrator. The National Administrator will then contact you and your nominated Authorised Representatives again to outline the next steps.

If you need to create a new account

You can create a Registry sign in on the UK Emissions Trading Registry, and apply to open a new Person Holding Account in the UK Kyoto Protocol Registry.

Clean Development Mechanism applicants

You can apply to the Environment Agency for project approval if you want to take part in the Clean Development Mechanism (CDM).

If you want to receive Certified Emission Reductions (CERs) from a project approved by the UK from the CDM Registry, you will need to open a Person Holding Account in the UK Kyoto Protocol Registry.
