Apply to join the Delivery Partner Dynamic Purchasing System
If you’re a housebuilder or developer experienced in residential development, you can apply to join the Dynamic Purchasing System (DPS).
Who can apply to join the DPS
To bid to develop homes on land owned by Homes England or other public sector bodies, you will need to apply to join our Delivery Partner DPS. You can apply to join if you’re a housebuilder, developer or organisation who does residential development.
When to join the DPS
You can apply to join the DPS at any time, as the application process remains open. We suggest that you apply to join once a site of interest becomes available.
The maximum time we have to process a completed application is 15 working days. You should apply well before the site is due to be marketed.

Categories of DPS membership
The DPS covers the whole of England. You can apply to bid for:
- small sites (between 20 and 70 homes)
- large sites (over 70 homes)
Apply to the DPS
To become a member, you will need to apply through our procurement system. You will need to:

Fill in a selection questionnaire.

Show a track record of all stages of the residential development process, including:
- getting planning permission
- supply chain management
- design and construction of houses
- sales and marketing of homes

Sign a copy of the Building Safety Charter.
How we evaluate your application
We consider applications differently depending on the size of the site. For example:
- small site applications are self-certified with spot checks
- we fully assess large site applications
We will take 10 to 15 working days to process applications.
