British Cattle Movement Service systems: terms and conditions

These terms and conditions explain the customer's rights and responsibilities in using Cattle Tracing System (CTS) Online, Animal Movement Licencing System (AMLS) and Livestock Unique Identification Service (LUIS) and those of the British Cattle Movement Service.

Definitions

  1. ‘We’, ‘Us’, ‘Our’ means the British Cattle Movement Service (BCMS), also known as RPA Workington. We are part of the Rural Payments Agency (RPA), an executive agency of Defra (Department for Environment, Food and Rural Affairs).

  2. ‘You’, ‘Yours’ means:

  • the customer who is registered with us as a keeper; or
  • in the case of a limited company, this will be the director or official of the company; or
  • in the case of a partnership, the individual partners.
    3. 'Security details' means user login and password.
    4. 'Service' means Cattle Tracing System (CTS) Online, Animal Movement Licencing System (AMLS) and Livestock Unique Identification Service (LUIS).
    5. 'External Officials' means groups that have permission to use CTS Online, AMLS and LUIS; for example veterinary groups for animal disease control purposes, local authorities, ear tag manufacturers etc

Authority

  1. You accept these terms and conditions the first time you use this service.

  2. If these terms and conditions change in any way, an updated version will be placed on this page. Regularly reviewing this page ensures you are always aware of what information is collected, how it is used and under what circumstances, if any; it is shared with other parties.

  3. You authorise us to accept and act on your instructions.

  4. You are responsible for all information sent to us either by you or by someone acting for you.

Security: customers

  1. You must keep your security details safe.

  2. You must not share your security details with anyone else, unless you give them permission to act on your behalf.

  3. If you authorise someone to act on your behalf, you are responsible for the information and instructions they send to us.

  4. If you think someone else knows your security details without your permission, you must tell us immediately. We will send you new security details.

Security: external officials

  1. You must keep your security details safe.

  2. You must not share your security details with anyone else.

  3. You must not add other people to your account. They must apply for access through the normal channels.

  4. If you think someone else knows your security details, you must tell us immediately. We will send you new security details.

  5. Failure to comply with these requirements may result in your access being removed.

Availability of the service

  1. We will try to provide the service to you at all times. We will not be liable for any failure to provide the service, in part or in full, or for any cause that is beyond our reasonable control. This includes suspending the service for maintenance and introducing new facilities and services. In such cases, we will try and limit the number and time spent in doing this.

  2. We may also suspend, change or restrict the service or part of the service. We will try and tell you as soon as possible of any proposed disruption to the service.

Information sent to us: CTS Online only

  1. We aim to update your records on CTS by the next day for information input on CTS Online before 4.30pm. Information input after this time will require an extra 24 hours.

  2. Your records will not update on CTS Online immediately but we aim to update them within 48 hours.

  3. You will have the opportunity to print out a receipt to confirm the information that you have sent. You are strongly advised to print off, or save a copy of, information you send to us. This can be used as evidence in appeal cases.

  4. If you realise you have made a mistake in any information you send to us, you must contact us as soon as possible by email or phone. You must give us details of the information you sent, and the correct information.

  5. To improve the service, we collect information about how our customers use the service.

Downloading information

  1. We authorise you to download your own information for use with other software, for example, a farm software package.

  2. We are not liable for any information that may become corrupted during download.

  3. External officials are only permitted to download information that directly relates to holdings they are visiting.

Uploading information

  1. We authorise you to upload information in order to register births, movements and deaths on CTS Online.

  2. We are not responsible for the consequences of any corruption of information prior to receipt by BCMS.

Your conduct

  1. You must use the service for lawful purposes only.

  2. You must not use the service for any of the following:

  • for fraudulent purposes.
  • to send information to us that is obscene, threatening, offensive or defamatory

Hyperlinking to CTS Online, AMLS and LUIS

  1. We allow users to set up hyperlinks to this service. You do not have to ask permission to link directly to these pages.

Intellectual property

The names, images and logos identifying Defra, RPA, government departments, third parties and their information, products and services are proprietary marks of the Crown and/or third parties. Copying or use of our logos and/or any other third party logos accessed via this service is not permitted without prior approval from the relevant copyright owner.

The material featured on this site is subject to Crown copyright protection unless otherwise indicated. The Crown copyright protected material (other than the Royal Arms and departmental or agency logos) may be reproduced free of charge in any format or medium provided it is reproduced accurately and not used in a misleading context.

Where any of the Crown copyright items on this site are being republished or copied to others, the source of the material must be identified and the copyright status acknowledged.

Users of this service must not copy, distribute or publish any of the Crown copyright material taken from it. Any use of the material other than that permitted above requires the formal permission of the Controller of the Office of public sector information.
