Capacity Development Fund - Rwanda

The Capacity Development Fund is designed to help Rwanda better plan, manage and deliver education.

Overview

The Capacity Development Fund will enable Rwanda’s Ministry of Education to better plan, manage and deliver education and so improve the quality of education for all children in Rwanda. The fund will operate at the national and district levels to strengthen the capacity of departments, teams and individuals.

Funding

The Capacity Development Fund is financed by the UK Department for International Development (DFID) and implemented in partnership with the government of Rwanda.

The capacity development needs of Rwanda’s education sector have been identified and immediate priorities agreed with the Ministry of Education. These needs are captured in a 3-year plan, which includes activities to support the Ministry of Education, agencies such as the Rwanda Education Board and district education offices.

A roster of potential suppliers is being established. These suppliers will be invited to tender against a series of calls between 2012 and 2015.

Both international and domestic suppliers from non-state organisations are potentially eligible.

The fund manager will issue terms of reference and suppliers will be selected by DFID and the Ministry of Education.
