To meet this commitment as part of Digital and Data function’s strategic commitments your delivery must be overseen by a named crown or public servant

You must make sure that the Senior Responsible Owner (SRO) with overall accountability for the programme is a crown or public servant. Civil servants are crown servants. In this context the SRO must not be a contractor.

There may be an individual who has overall day to day responsibility for the delivery and budget of the project, programme or service. The person responsible may have role titles such as service owner, product owner, project manager, programme manager.  They must be a crown or public servant

If you’re going through the spend control process you must explain how you’re meeting this commitment if your spend request has been rated high on the Risk and Importance Framework or has an assurance rating of control.

Answering ‘no’ will not lead to an automatic rejection and you will need to explain why your spend cannot align to the commitment.
