External recruitment spend controls

The Cabinet Office is currently reviewing the external recruitment spending control and will publish new guidance by August 2021.

A control on external recruitment was introduced in May 2010 as a measure to manage pay bill costs. The control covered all forms of external recruitment (including staff, secondments and loans, contingent labour and professional services).

Expenditure on professional services is now subject to a combined consultancy and professional services spend control:

In the meantime, the previous guidance on the external recruitment spending control has been removed and the control and reporting requirements have been suspended.
