About this guidance

Purpose

This guide aims to improve the way functional work is done across government, by making it easier for people to comply with functional standards. In particular, by helping functions:

  • to provide more targeted, coherent and consistent documentation for anyone doing functional work, so people have the right information to do their jobs

  • simplify and reduce the volume of requirements and guidance that people are expected to follow

This guide supports functions to meet the expectations in the functional standard GovS 001, Government functions about developing and delivering functional services and products.

Scope

This guide covers governance and management frameworks for functional work. This includes making sure that the requirements and guidance people are asked to follow meet functional standards, are managed coherently, and are easy to find and navigate. This guide is for anyone involved in developing, managing and maintaining documentation that supports the use of a functional standard in practice, which includes:

  • common products that apply consistently across government
  • tailored or specialised products that apply in a particular organisation

This guide does not cover:

  • the content of non-functional governance and management frameworks, for example for running a whole organisation
  • the output documentation commonly created by undertaking functional work (such as reports, evaluations, specifications, designs and other routine documents)
  • how governance documentation such as degrees of autonomy or reporting structures should be written.

Context

Functional standards

Functional standards exist to create a coherent, effective and mutually understood way of doing business within government organisations and across organisational boundaries, and to provide a stable basis for assurance, risk management, and capability improvement. They support value for money for the taxpayer, and continuity of implementation.

The suite of standards is mandated for use across central government. For more information on what this means, see this Dear Accounting Officer letter. Each standard sets expectations for what needs to be done, and why, relating to the work within its scope. The standards can be used with confidence as a suite, and cross-refer to each other when needed.

How work is done is set out in associated documentation, which is defined and organised through governance and management frameworks see 3.

Management of functional standards

Each functional standard has an owner (usually the Head of Function) and a manager. The standard manager is accountable to the standard owner for keeping the standard up to date, and for the day-to-day management of their assigned standard. This includes oversight of cross-government governance and management (see 3), publication (see 4), and how new and existing documentation should align to the standard (see 5.4). Governance and management frameworks

Overview

Functional standards are the primary reference documents for implementing consistent ways of functional working in government. Their associated practices and guidance form governance and management frameworks:

Definition: A governance and management framework sets out the authority limits, decision making roles and rules, degrees of autonomy, assurance needs, reporting structure, accountabilities and roles, together with the appropriate management practices and associated documentation needed to meet a standard.

The governance and management framework provides a coherent package of information to support ways of working, including the requirements and guidance that people should follow.

An example of the content of a governance and management framework is shown in figure 1.

Defining and establishing a governance and management framework

The first governance clause of each functional standard (clause 4.1) requires that a governance and management framework is ‘defined and established’ to cover the work within scope of the standard. Against each standard, such a framework needs to be in place:

  • across government (owned by the relevant function)
  • for each organisation (tailored to the work that the organisation does)

This means that the exact content of a governance and management framework differs depending on the standard it relates to, the extent and complexity of the functional work being done, and who owns and operates it.

For example: the HR function owns the cross-government framework for GovS 003, Human resources; an organisation owns a tailored framework for the HR work it needs to do. In this example, an organisation would incorporate cross-government requirements and guidance set by the HR function into their own framework.

Much of the relevant documentation would have existed in some form prior to adoption of a functional standard – the standard is simply helping functions and organisations to make sure their management arrangements are appropriate.

The terms ‘defined’ and ‘established’ have particular meaning in the standards.

Definition: In the context of standards, ‘defined’ denotes a documented way of working which people are expected to use. This can apply to any aspect of a governance or management framework for example processes, codes of practice, methods, templates, tools and guides.

Note: where relevant documentation already exists, make sure it is aligned to the standard and its use really is ‘established’.

Setting shared norms and ways of working across government

Overview

By firmly aligning documentation to relevant functional standards, functions contribute to:

  • consistent and coherent governance and management of functional work
  • better understood ways of working, and a common language for functional work
  • professional development through shared learning and peer support

This helps people work consistently and to follow recommended practice (often without needing to directly consult the standard).

Note: alignment and consolidation of functional requirements and guidance can be done over time as material becomes due for update, taking opportunities for radical simplification and better cross-referencing; some existing cross-government guidance may no longer be needed.

Joining up across different functions

Functional standards are designed to work as a ‘suite’. Clause 1.3 of each standard explains which other standards are directly necessary for the work within scope, and the main body of a standard cross-refers to other standards where needed. Cross-references highlight the circumstances where more than one type of functional work is relevant, and provide context for those setting cross-government requirements and guidance. Where joined-up working is particularly important, functions may decide to create shared products (see 5.4).

Accountability in organisations

GovS 001, Government functions clause 4.6 sets accountabilities for management of functions, and functional standards. It differentiates between the roles at the centre, in departments and in arm’s length bodies.

Essentially, departmental function leaders are accountable for ensuring their department and its arm’s length bodies adopt their function’s standard, and functional leaders in arm’s length bodies are accountable to their Accounting Officer for doing so. Functional leaders in departments should ensure that functional leaders in arm’s length bodies (and their department’s arm’s length body sponsor team) understand what adoption of functional standards means in practice for each arm’s length body. Each arm’s length body needs a governance and management framework in place for the types of functional work they do.

The application of functional standards should be proportionate to the scale and complexity of the work being done. If organisations do not do the functional work in scope, they do not need to engage with the standard.

Note: in adopting the suite of functional standards, each organisation should ensure that someone is appointed to relevant organisational roles in each relevant functional standard, to reflect the work done by the organisation.

Aligning within organisations

Within organisations, cross-government requirements and guidance should be used wherever practicable, and locally tailored material should be aligned to the standard.

Clause 4.1 of each standard requires that the governance and management framework for the work in scope be integrated with an organisation’s existing governance and management arrangements (i.e., with the way the organisation as a whole is run).

There should be opportunities to align the content of different governance and management frameworks within an organisation, or across a family of organisations. Different frameworks within the same organisation should be designed to support and complement one another – in particular to rationalise and align products that are relevant for more than one type of functional work.

The standards are presented consistently on GOV.UK, to meet Government Digital Service guidance. A standard and its associated continuous improvement assessment framework (where available) are published together.

Cross-government documentation related to the functional standard should be grouped together as a collection or group of several collections (see figure 2), and requirements and guidance consistently categorised (see 5 and 6).

Note: tailored or specialised products that apply in a specific organisation can also be grouped as a collection (whether published on GOV.UK or shared with users through an organisation’s intranet). Links should always be made to relevant cross-government documentation and the full suite of functional standards.

Categorising, writing and managing requirements and guidance

Overview

Figure 3, drawn from GovS 001, Government functions, illustrates the main ‘input’ products (requirements and guidance) that support users to meet a standard:

  • common products that apply consistently across government (set by functions)
  • tailored or specialised products that apply in a particular organisation (set by departments and/or arm’s length bodies)

Categorising

Using consistent categories for requirements and guidance makes document management easier, and helps people understand the status of the material they are reading. Section 6 of this Guide provides definitions to be used consistently by functions to produce or refine cross-government requirements and guidance, including consistent use of GOV.UK content types when publishing on GOV.UK. The definitions in section 6 are also recommended for use within organisations, to help align their tailored or specialised products to the functional standard.

Writing and signposting

Functional requirements and guidance should be written to meet usual requirements for government products (see GDS style guide), and should be topped and tailed so that they: * refer directly to the functional standard at the beginning (for example, this product “helps readers meet XX aspects of the YY functional standard”) * refer out to other relevant documents for ease of navigation for users * use the same language as the functional standard where the intent is the same (try not to paraphrase, as that introduces ambiguity) * use definitions drawn from the Functional standards common glossary

Managing

Requirements and guidance should: * be governed and managed to align to the standard * be produced using the categories described in section 6 * be reviewed periodically to ensure that each document is up to date and still needed * be withdrawn if no longer needed

The standard manager should be consulted about the alignment of new and existing cross-government products to the standard. Cross-government products should be managed as a coherent collection. Oversight by a single individual or team at the centre of each function is recommended, to avoid duplication and proliferation of products. Where possible, mixing product types should be avoided, to make it easier to keep the component parts of the collection up to date and relevant. For example, an important process should not be hidden within an educational guide – instead, guidance should refer out to the separately badged process. Managing products in this way encourages creation of an informed community of practice for those with an oversight role for collections of products, and the adoption of shared protocols. Multi-function products should be considered where it adds value for users (see 3.3.2). Management policies (see 1.1) and codes of practice (see 6.6) are the products most likely to cover topics that straddle the interests of more than one function.

Categories for requirements and guidance

Overview

This section defines the types of requirement and guidance documents typically used to help people comply with a functional standard. The recommended categories are shown in figure 4. Each category is explained in more detail in the rest of this section. Use 6.2- 6.5 for documents where you know you are setting requirements that people need to follow, and use 6.6- 6.8 to provide additional information, explanations, and supporting examples to make it easy for people to comply. Wherever appropriate, take opportunities to reference back from guidance to requirements and to functional standards, so that the full set of documentation people need to follow is coherent. Organisations can define extra categories if required, to meet the needs of their business.

Management policies

Purpose To set direction and or the approach to be taken relating to the delivery of critical aspects of functional activity, reflecting relevant government strategies.
Scope Delivery of defined government policies. Aimed at senior stakeholders.
Owned by Usually the Head of function, or another individual as delegated by them.
Content type on GOV.UK Policy papers.
Brand HM Government for cross-government management policies. For management policies issued by an individual function or organisation, the brand associated with the owner should be used.
Additional information Management policies are short, information-rich documents, regularly reviewed and kept up to date. Management policies: can relate to one function, or to a cross-functional issue such as ‘automation’ or ‘data’ (in which case, ownership of cross cutting policies should be clear), should always reference relevant functional and subject specific standards, shouldn’t include educational elements (which are covered by associated codes of practice, handbooks or guides). All relevant requirements and guidance should be reviewed and updated to comply with newly issued management policies.

Subject specific standards

Purpose To set particular procedures to be followed, language to be used, and or performance criteria to be met in a particular field.
Scope Delivery or management of defined work. Can apply to a product, delivery of a policy or service, or supply of materials. Performance criteria can relate to an output (tangible and intangible), or an activity (manual or automated). These standards are aimed primarily at practitioners.
Owned by A senior leader, a head of profession or another defined subject matter expert, to suit the work within scope of the standard.
Content type on GOV.UK Standard.
Brand HM Government for cross-government subject-specific standards. For subject-specific standards issued by an individual function, profession or organisation, the brand associated with the owner should be used.
Additional information Processes (see 6.4), codes of practice (see 6.6) and guidance (see 6.7) can draw on or support subject specific standards. Standards can include mandatory (“shall”) elements, as well as advisory (“should”) elements. Minimum service levels or data requirements would be written as “shall”. The subject-specific standards should support collaboration and interoperability by: enabling the development of cross-government platforms, workflow tools and automation, setting requirements for other publicly available standards to be used (for example BSI or ISO)

Processes

Purpose To set out exactly how a series of activities achieve a specific end, so that these steps can be embedded into ways of working.
Scope Delivery of defined functional work. Processes require an input, a transforming activity, an output, resources to undertake the activity, and performance metrics. They are aimed at practitioners.
Owned by A senior subject matter expert, supported by a team.
Content type on GOV.UK Guidance. For mandatory processes the content type ‘Standard’ might be appropriate, but this is subject to agreement by the HOF and the functional standards design authority (see also GovS 001: Government functions).
Brand HM Government for cross-government processes. For processes issued by an individual function or organisation, the brand associated with the owner should be used.
Additional information Clearly defined processes: support effective decision making, and enable risk based controls to be applied consistently, can provide a framework for guidance, procedures, templates and tools, so a person following the process can be fed relevant documentation (or access to IT systems) at the right time. Process models should join up across the system and be consistent, to aid collaboration and interoperability. Consideration should be given to using the same workflow tool across functions, to define process maps and build interfaces that are coherent and appropriate.

Professional standards

Purpose To set out the roles and associated skills, experience and learning needed to undertake functional work. This includes any required professional qualifications, whether they are externally accredited qualifications or defined internal/non-regulated requirements.
Scope To deliver defined functional work. They are aimed at members of a profession in government.
Owned by A head of profession, supported by the relevant profession.

Brand Profession
Additional information Professional standards should set out the skills and experience required by functions to undertake current and future functional work in a way that meets the relevant functional standard. There can be variations between professional standards but as a minimum they should set out key roles for their respective functions, the skills and competencies required for each role and each grade/ level as well as requirements for professional development and qualifications.
Examples HR professional standards, Project delivery capability framework, Property capability framework

Codes of practice

Purpose To provide essential information covering a wide and deep topic in enough detail for practitioners, but presented strategically to be appropriate for senior leaders and other users.
Scope To deliver defined functional work. A code of practice should be aimed at senior leaders and practitioners.
Owned by A senior subject matter expert, supported by a team.
Content type on GOV.UK Guidance
Brand HM Government for cross-government codes of practice. For codes of practice issued by an individual function, profession or organisation, the brand associated with the owner should be used.
Additional information Codes of practice enable people to meet relevant functional standards and: comprise the most important cross-government requirements and guidance, can encompass the interests of more than one function, should reference all necessary processes, subject specific standards, guidance and other supporting documentation, should never be the sole vehicle for setting mandatory requirements, which should be drawn from a standard. Note: the term ‘code of practice’ need not be in the main title of the document, for example there are government playbooks and coloured books with their own established identities. However, it is recommended that the subtitle uses the term, for example ‘XXX; code of practice for YYY’.

Handbooks and guides

Purpose To inform or educate.
Scope Handbooks provide advice to practitioners, covering how to approach specific issues of interest (for a specialist reader). Guides provide advice to any relevant person (for a general reader).
Owned by A subject matter expert.
Content type on GOV.UK Guidance
Brand HM Government for cross-government handbooks or guides. For handbooks or guides issued by an individual function, profession or organisation, the brand associated with the owner should be used.
Additional information Clarify whether the product is a handbook (aimed at practitioners) or a guide (aimed at general reader), so readers know what to expect. Handbooks and guides should: clearly signpost all relevant requirements, and support readers on how to meet them, should never be the sole vehicle for requirements (the latter should be drawn from a standard), be checked for clarity and alignment as handbooks and manuals for service are often not given enough attention- regular checks can avoid duplication or redundant guides and handbooks. Tools and techniques can be incorporated into handbooks and guides, or vice versa.

Tools and techniques

Purpose To provide practical help for the user to do something.
Scope To cover any functional work. A tool is a practical device or IT application such as a modelling programme. A technique is a tested way of doing something. They are both aimed at practitioners.
Owned by A subject matter expert.

Brand HM Government for cross-government tools and techniques. For tools and techniques issued by an individual function, profession or organisation, the brand associated with the owner should be used.
Additional information Tools and techniques support continuous improvement and professional development. They should be: regularly tested and updated when used across government, signposted from other guidance, to aid effectiveness and collaboration, referenced by professional development and functional induction where relevant. Tools and techniques can be incorporated into handbooks and guides, or vice versa.
