Inclusive Britain action plan: updates
Information on progress delivering the Inclusive Britain action plan.
Inclusive Britain was published in March 2022.
It sets out 74 actions in response to the report by the Commission on Race and Ethnic Disparities and presents a clear strategy to tackle disparities, promote unity and build a more cohesive and inclusive society.
This page shows updates on each of the actions. It is updated regularly.
Online racial abuse (actions 2 to 4)
- October 2023. The Online Safety Bill received royal assent. (Action 2)
- April 2023. Blog post on tackling online abuse by the Cabinet Office’s Chief Statistician published. (Action 3)
Reporting on race (actions 5 to 8)
- April 2023. New standards for ethnicity data published, following a public consultation. (Action 6)
- April 2023. Plans on developing the website Ethnicity facts and figures published, following a public consultation on reforming the website. (Action 8)
- April 2023. Research into the use of language and terminology relating to people’s ethnic identity published. (Action 7)
- May 2022. Blog post Why we’ve stopped using the term ‘BAME’ in government published, and the government’s style guide amended to include an entry on ‘ethnic minorities’. (Action 5)
Migration outcomes (action 9)
- April 2023. Research into outcomes in the labour market for ethnic minorities by immigrant generation status published.
Stop and search (actions 11 to 15)
- September 2023. Stop and search and arrests data for the year ending March 2023 published. It includes ethnicity population data for police force areas, and an interactive data tool that allows easier comparison between police force areas. (Action 14)
- April 2023. New safety training for police officers announced. (Action 12)
- March 2023. Update to stop and search and arrests data using 2021 Census estimates published. (Action 14)
- January 2023. Serious Violence Duty in the Police, Crime, Sentencing and Courts Act 2022 came into force, following publication of statutory guidance on the duty, and the government’s response to a consultation on the draft guidance, in December 2022. (Action 11)
- November 2022. New guidance on Body-Worn Video (BWV) (PDF) published. (Action 13)
- October 2022. New data on stop and search and arrests published. (Action 15)
Fair pay (action 16)
- April 2023. New guidance for employers on ethnicity pay reporting published.

- August 2022. Call for evidence on the design, development, evaluation and use of medical devices published.

- March 2023. Family contact in youth custody, an annex to Part 2 of the Family Review, published.

- November 2023. How schools narrow attainment gaps between ethnic groups published. (Action 30)
- June 2022. Post-16 education outcomes by ethnicity in England published. (Action 29)

- March 2022. White paper Opportunity for all: strong schools with great teachers for your child published. (Action 32)
Alternative provision (actions 35 to 38)
- March 2023. Special educational needs and disability (SEND) and alternative provision improvement plan published. (Action 35)
- July 2022. Updated guidance published on behaviour in schools, suspensions and permanent exclusions, and searching, screening and confiscation, alongside the government response to a public consultation on updating the guidance. (Action 36)
Career advice (actions 43 to 50)
- March 2023. New guidance published for higher education providers on revising their access and participation plans, alongside an equality of opportunity risk register and an analysis of responses and decisions to the Office for Students’ consultation on regulating equality of opportunity. (Action 45)
- March 2022. Education (Careers Guidance in Schools) Act 2022 given royal assent. (Action 47)
University rankings and social mobility (action 53)
- February 2023. Labour market value of higher and further education qualifications: a summary report published.
Progression out of low pay (action 54)
- December 2022. Helping people secure, stay and succeed in higher quality, higher paying jobs published.
Entrepreneurialism in ethnic minorities (action 56)
- July 2022. Information on HSBC’s student incubator pilot published.
History in schools (actions 57 to 59)
- October 2022. Blog post on how black history is taught in our schools published – it includes resources that schools and parents can use to support teaching black history. (Action 58)
- July 2022. Model history curriculum expert panel – a group of experts in history, history teaching and curriculum design – convened to advise the Department for Education in developing a model history curriculum. (Action 57)
Hair and uniform policies in schools (action 60)
- October 2022. Guidance on preventing hair discrimination in schools published by the Equality and Human Rights Commission (EHRC).
Using professional skills to benefit local communities (action 63)
- April 2023. Guidance published encouraging school governing boards and trust governing bodies to collate and publish their boards’ diversity data.
- June 2022. Further education corporations and sixth-form college corporations: governance guide published – it was updated in November 2022 and March 2023.
Police forces becoming more representative (actions 64 and 65)
- October 2022. Quarterly update published on progress to recruit 20,000 more police officers in England and Wales. (The data shows that, since April 2020, 11.4% of new recruits who stated their ethnicity were from ethnic minorities, not including white minorities.)
Racial discrimination and abuse of police officers (action 66)
- June 2022. Section 2 of the Police, Crime, Sentencing and Courts Act 2022 came into force – it doubles the maximum prison sentence for assaulting a police officer and other emergency workers from 1 year to 2 years.
Positive action in the workplace (action 70)
- April 2023. Guidance for employers on positive action in the workplace published.
Artificial Intelligence (actions 72 to 74)
- March 2023. White paper, AI regulation: a pro-innovation approach, published. (Action 72)
- September 2022. Guidance on applying the Equality Act to algorithmic decision-making published by EHRC. (Action 73)
- Ongoing. The Algorithmic Transparency Recording Standard Hub includes the Algorithmic Transparency Recording Standard, guidance on using and completing the Standard, and a collection of published transparency reports. (Action 74)
