International Fund for Ukraine (IFU)

Overview
The IFU is a funding mechanism that uses financial contributions from international partners to rapidly procure priority military equipment for Ukraine. By pooling international resources to procure equipment for the Armed Forces of Ukraine, the IFU demonstrates the international community’s unwavering support for Ukraine, and will ensure the continued supply of military support – lethal and non-lethal – to Ukraine through 2024 and beyond.
The fund is administered by the UK Ministry of Defence on behalf of an executive panel comprising the UK, Norway, Netherlands, Denmark, Sweden and Lithuania. These partners, along with Iceland, Australia and New Zealand, have contributed over £925 million to the Fund to date.
The IFU uses rapid procurement processes to deliver critical capabilities which are aligned to Ukraine’s priority requirements for military equipment.
The IFU has announced 8 capability packages to provide critical capabilities to Ukraine. These packages include:
- artillery ammunition
- drones
- small boats
- intelligence, surveillance and reconnaissance systems
- electronic warfare systems
- uncrewed underwater vehicles
- air defence systems
- mine clearance equipment
- combat vehicle spares
The IFU is not intended to be an exclusive route for support to the Armed Forces of Ukraine, and existing national and multinational routes for support to the Armed Forces of Ukraine continue to run in parallel.
The first IFU package was announced on 15 February 2023: Ukraine to receive multi-million pound capability boost from international fund.
An Air Defence package was announced on 13 June 2023: Major Air Defence package for Ukraine announced.
Maintenance and Manoeuvre Support packages were announced on 11 October 2023: Major new package of support for Ukraine’s counter-offensive announced by Grant Shapps.
A Drones and Air Defence package was announced on 22 March 2024: UK and Australia celebrate closer ties with AUKUS progress and new defence treaty.
Two further packages have been approved by the IFU’s Executive Panel and will deliver additional Air Defence and Maritime capabilities for Ukraine.
A substantial ammunition package worth £300 million was announced on 11 July 2024. This package will provide up to 120,000 rounds of 152mm artillery ammunition. The ammunition will be newly-manufactured by a European supplier, stimulating new industrial capacity to provide Ukraine with high priority ammunition: UK to stand with Ukraine for as long as it takes, PM to tell NATO.
