Levelling Up culture projects: Scottish cities methodology note
This note sets out the methodology used to select the 2 cities in Scotland which will benefit from cultural funding as part of the Spring Budget 2024.

Given the need to make savings, the government has announced that it is minded to withdraw funding from the below Levelling Up Culture Projects and Capital Regeneration Projects announced at Spring Budget 2024, but will consult these places before making final decisions.
Announcement
To ensure every city in Scotland benefits from Levelling Up, the government will work with the cities yet to receive an allocation – Perth and Dunfermline – to invest a shared £10 million for cultural or regeneration investment.
Overall methodology
This approach chooses places based on their status as cities, recognising the important role that cities play as drivers of economic growth locally and for the whole of Scotland. Of the 8 cities in Scotland, only 2 do not directly benefit from a Levelling Up Fund project – Dunfermline and Perth. This allocation will prioritise cultural or regeneration investment in those cities and means that every Scottish city will have benefitted from government funding for levelling up.
The Department will give Fife Council and Perth and Kinross Council the freedom to use the powers and funding available to achieve the best outcomes for Perth and Dunfermline, while seeking assurance that the spend will be concentrated within the urban geography of the authority areas.
DLUHC officials will work closely with each local authority to support this work. We will seek assurance on value for money for the investment plan through an appraisal which includes confirmation from the local authority of the package of interventions. This is similar to the approach taken for Bolsover placed based funding, the UK Shared Prosperity Fund and the Long-Term Plan for Towns.
We will conduct a light-touch review of these proposals, before funding is confirmed, and the project(s) can move into delivery.
