Make and manage an export declaration online

Use this online service to make or manage a declaration of goods being exported from Great Britain (England, Scotland and Wales) to a country outside the UK.

You must be subscribed to the Customs Declaration Service to use this online service.

You can use this service to make:

  • a standard export declaration
  • a special procedures declaration
  • a dispatch of goods to a special fiscal territory, such as the Canary Islands
  • a simplified declaration (regular use)
  • a simplified declaration (on an occasional basis)
  • a C21 customs clearance request
  • a supplementary declaration

You can also use this service to link consignments together into a bigger consignment, under one Master Unique Consignment Reference (MUCR).

You may see options in the service to ‘arrive’ and ‘depart’ goods . These options apply to approved loaders only. You will get an error message if you use these options but are not an approved loader.

Online services may be slow during busy times. Check if there are any problems with this service.

Before you start

You’ll need the Government Gateway user ID and password linked to your EORI number.

If you do not have a Government Gateway user ID, you can create one the first time you make a declaration.

Once you’ve completed your export declaration, the person transporting the goods will need:

  • your invoice
  • any export licences or certificates needed

Most border locations have systems and processes to notify HMRC about the movement of goods. Other border locations will tell you if you’ll need to report to HMRC when your goods arrive at the border location and when the goods have left the UK.
