Using the Delivery Partner DPS to procure housebuilders

If you’re a public sector body or a housing association, you can use the Dynamic Purchasing System (DPS) to procure housebuilders to build homes on your land.

Who can use the DPS

Public sector bodies and housing associations can use the DPS free of charge to find experienced developers and housebuilders who meet our pre-qualification standards. See our list of public sector bodies that can procure through the Delivery Partner DPS.

The DPS is a procurement compliant route that allows you to control the quality and speed of delivery of homes on your land. You can use it to procure:

  • planning and design
  • construction of homes and associated infrastructure – including where the housebuilder pays the land price for the site
  • marketing and sales
  • transfer of freehold to eventual owners

You can also use the DPS to procure the construction of homes where you pay stage payments. The DPS member provides a design and construction service, then hands the home over to you when they have completed the work.

Register to use the DPS to procure a housebuilder

  1. Before registering, you must read and accept the Access Agreement for the DPS.

  2. Sign the agreement through our online service. You’ll need to give the details of 3 people from your organisation who need to access the DPS.

  3. Once we’ve reviewed your agreement, we’ll set you up on the DPS. All opportunities must go through our system. It holds the documents, templates and guidance that will let you run your call for competition and select the DPS members who will participate in your opportunity.

  4. Developers who are DPS members can then bid on your housebuilding opportunities.

If you’re a housebuilder who wants to bid to develop homes

You can apply to join the DPS to bid to develop homes on Homes England land.
