Reason
Pursuant to Article 9(1), point (a), of Council Regulation (EEC) No 2658/87. The Explanatory notes to the Combined Nomenclature of the European Union are amended as follows:
On page 344, the following explanatory note is inserted:
8483 — Transmission shafts (including cam shafts and crank shafts) and cranks; bearing housings and plain shaft bearings; gears and gearing; ball or roller screws; gear boxes and other speed changers, including torque converters; flywheels and pulleys, including pulley blocks; clutches and shaft couplings (including universal joints).

This subheading includes track idler wheels made of base metals, designed to be used in tracked earthmoving machines for guiding and sliding the track. These articles are considered as free pulleys. They do not transmit any power themselves, but maintain the tension of the track, transmit rotary movement, and as such act as a guide (see the HSEN to heading 8483, part (G) ‘Pulleys, including pulley blocks”, second paragraph).’
