AHP2200 - Governance of avoidance work: Process for dealing with new avoidance risks
AAB is responsible for governance over each identified avoidance risk. It has oversight of handling strategies agreed by policy owners for new avoidance risks and agrees parameters for resolution through a series of Gateways - see AHP4000 for more information on the Gateway process.
All avoidance risks must be channelled initially through AAB Secretariat who will arrange for them to be referred to the relevant policy team for consideration. The policy team should liaise with stakeholders and agree a handling strategy for the risk, and confirm details of the handling strategy to AAB Secretariat. Secretariat will provide AAB with a regular summary of new risks and handling strategies.
Risks should not be worked by anyone until a handling strategy is agreed, with the exception of undisclosed cases.
Policy owners may decide on one of a number of possible handling strategies: upstream response, operational response, upstream and operational response, undertake more work, (This content has been withheld because of exemptions in the Freedom of Information Act 2000) , or no response where there is no avoidance present. See AHP4100 for more information about handling strategies.
The Gateway process allows for handling and settlement strategies to be revised at any time; see AHP4100 for details.
