If you receive a composition offer, you should reject it if you have sufficient information to confirm that the customer has the means to pay.

In all other cases the debtor must fully complete a financial questionnaire 77(COMP-EO). On receipt of the completed questionnaire, if the offer is deemed worthy of further consideration refer it to EIS Worthing for consideration.

The referral memo should indicate/include:

  • the current position of any formal recovery or enforcement proceedings
  • if there is any other known HMRC debt
  • copy of composition I&E form
  • copy of OPREC notepad and OPREC Overpayment details screen.
