IMPS04500 - Value for import VAT: normal rules: export quota licence payments

Certain countries, principally in the Far East, impose quota limits on the export of specified goods (mainly textiles).

Where a charge for obtaining a quota licence is shown on an invoice for imported goods, it is not to be included in the value for VAT.
