The residence status of the staff of Agents-General and official agents is normally certified by the Agent-General or High Commissioner. However, the trade Commissioners for Canada, unlike other Commonwealth Trade Commissioners, are not on the staff of the Canadian High Commissioner. For this reason certificates in respect of their staff are accepted from the Trade Commissioners themselves.

If you have any doubt about the validity of a certificate do not discuss the matter with the claimant. For example you may be uncertain about the authority of the certifying officer or the facts may appear to be inconsistent with the issue of a certificate. Draw the matter to the attention of BAI, Business International (Immunities & Privileges) when you submit the claim to exemption for approval.
