• Unless otherwise specified, “goods” in the Export Control Order, and “items” in the EC Dual-Use Items and Technology Regulation means both used and unused goods/items.
• Receptacles into which articles are fitted require export licences if the articles themselves are licensable.

Effective control of strategic exports is only maintained through close teamwork involving these Departments and others principally the Ministry of Defence (MOD), The Department for Business and Trade (DBT) and the Foreign Commonwealth and Development Office (FCDO).
