Introduction
Defence Business Services Civilian Human Resources (DBS Civilian HR) is an integrated set of simplified, standardised HR services for Ministry of Defence (MOD) employees and their line managers.
These services are designed for employing and managing staff, from filling a vacancy to raising a grievance or claiming an allowance, and are also offered to non MOD customers.
Overview
People matter. The MOD’s 65,000 civil service staff support the armed forces in all sorts of ways. They make a real difference to the country’s defence effort.
When staff join and plan their performance, move jobs, develop their skills, receive their pay, adjust their working patterns, or leave, it is our services they will use. When personal issues of health, welfare or conduct arise, it is our advisers who will guide them.
So we are not just a place where transactions are done. We are here to help the MOD put people first.
By creating an organisation and pulling all people services together, from joining to leaving, we will help the people programme in its broader goal of transforming how we work.
There are many other providers of personnel services, and we will face strong competition. The wider government agenda for shared services means that only the best and most efficient providers, public or private sector, will survive. We have no automatic right to be the provider of these services to the MOD or any other customer. Across government, shared services will tend to converge around the best providers. So our goal is simple: to be one of those best providers.

People Service Centre
For enquiries on your pay, miscellaneous claims (ie. for short terms detached duty) and HR related enquiries (such as position management changes, recruitment enquiries and training and development enquiries) your first point of contact would be the People Service Centre (PSC).
It is estimated that the PSC will handle in excess of a million calls per year. Our target is to answer your call within 30 seconds of you choosing your call option. In addition, it is expected that we will action in excess of 5,000 items of correspondence (faxes, letters and emails) per month.
In the event that the PSC does not have the answer to your enquiry and/or it requires further investigation, the advisor will refer the matter to the relevant expert business office. However, it is anticipated that 85% of customer enquiries will be dealt with at the first point of contact, the PSC.
We also encourage our customers to access the People Services intranet site, as often the answer to an enquiry is already there. If your enquiry is non-urgent please contact us electronically. Our target is to answer your enquiry within 2 working days.

Existing civilian employees and their managers
Due to Cabinet Office requirements the offline version of People Services ceased in May 2012. We are currently investigating alternative options for hosting this service. In the interim, MOD employees may access this information online via the defence intranet or alternatively should request their management area to forward on the appropriate information.

DIN Digests
The DIN Digests page contains a monthly list of all DINs published to the Defence Intranet.
MOD employees may request a copy of a specific DIN by contacting the people Services Centre.

Former civilian users of Internet Access to Shared Services (IASS) should now access the following page Former users of Internet access to shared services (IASS). This will provide you with details of how to obtain the services previously accessed through IASS.
All personnel must return their IASS card and card reader by no later than 12th Oct 2013 for secure disposal to:

Former civilian employees
The DBS Civilian HR provides a service to former civilian and military employees.
This includes employment references for former employees and administration of the business appointment rules.
If a new employer requires an employment reference please forward their request to the leavers team at the DBS Civilian HR. To release this information we will require your written consent.
Some former employees are subject to certain rules regarding subsequent employment in particular areas or fields of work. These are referred to as ‘Business Appointment’ rules. Approval for certain business appointments is also facilitated by DBS Civilian HR. For advice and guidance, please contact the DBS Civilian HR PSC.
If you have any queries regarding HR or payments our PSC will be happy deal with them. Please note that you will be asked for to verify who you are so it is important to have your staff number, national insurance number and date of birth to hand.
