Programme overview
This call for proposals is for a not-for-profit partner (or consortia) to lead on the 3-year programme: ‘CLimate, Environment And Nature’ (CLEAN) Helpdesk. The programme will build on and replace the Foreign, Commonwealth & Development Office’s (FCDO’s) Climate Mainstreaming Facility.
The CLEAN Helpdesk programme has 4 key components, to:
- be a gateway and helpdesk service
- embed Programme Operating Framework (PrOF) rule 5 compliance including Nature Proofing and International Climate Finance (ICF) reporting. For more information refer to the FCDO’s Programme Operating Framework guide
- facilitate climate, environment and nature mainstreaming
- provide monitoring, evaluation and learning (MEL)
What the programme will achieve
The FCDO’s Energy, Climate and Environment Directorate (ECED) is funding a new technical assistance helpdesk to increase capacity to deliver Paris alignment of UK Official Development Assistance (ODA) in 2023.
The helpdesk will build on and succeed the Climate Mainstreaming Facility (CMF). In addition to continuing and expanding existing climate mainstreaming activities, dedicated support will help deliver PrOF5 compliance. This includes nature proofing (NP) and improved accuracy of International Climate Finance (ICF) reporting.
The helpdesk will include 2 new features:
- a climate, environment and nature (CEN) gateway, triaging and coordinating all requests for support
- monitoring, evaluation, and learning (MEL) to track progress
Service delivery will prioritise a user-friendly experience that offers quicker, easier and more streamlined access to the full central CEN support offer.

The FCDO will only invite shortlisted not-for-profit organisations that follow the pre-qualification assessment to submit a detailed proposal.
