The Foreign, Commonwealth and Development Office (FCDO) seeks a pilot project to explore the use of outcome-based financing mechanisms in the context of mine action and livelihoods in Syria.
This project will use outcome-based financing mechanisms to provide funding for the clearance of contaminated land of landmines and/or other explosive remnants of war (ERW) in any one area of control in Syria. It will then provide follow-up support to communities to ensure the land is returned to productive use and livelihood benefits are obtained.
This project is designed to test the applicability of outcome-based financing mechanisms to fragile and conflict-affected states. It aims to reduce the risk of harm and deliver tangible livelihood benefits in any one area of control in Syria through the clearance and productive use of contaminated land.
Successful applicants will enter into a design stage until end March 2025, with project implementation running from April 2025 to end March 2028, subject to confirmation of future year budgets. Applicants should, however, ensure the basic outline of their proposal is present in their proposal, even if specific details of the model will be created in the design stage.
This opportunity is open to all non-commercial operators, in line with standard FCDO conditions for the signing of accountable grants.

The Global Mine Action Programme 3 (GMAP3) is the main vehicle for UK mine action, delivering clearance, explosive ordnance risk education (EORE) and capacity development in 10 countries across 3 continents.
UK funding for mine action saves lives, prevents injuries, releases land for productive use, helps pave the way for further development programming, and contributes to security and stabilisation outcomes.
